In practice, the constraint shows up between tasks, not during them. Jobs are ready on paper, but clearances are not. Permits are issued, but isolations or materials lag. Crews arrive on location only to stand down because an area isn’t available or another activity has priority. As these hand‑offs stretch across shifts, contractors, and sites, response slows and “busy” becomes the default state, even when output remains flat.

The leverage comes from supporting execution while work is unfolding. Reporting after the shift explains where time went, but it cannot recover idle hours. AI matters here only when it surfaces emerging stalls early, clarifies ownership, and prompts the next best move before productive time is lost. This shifts productivity management from post‑event analysis to in‑flow correction.
